<P>PROBLEM TO BE SOLVED: To provide a fall preventing apparatus and a fall preventing method using the fall preventing apparatus that can be installed even in a narrow space while enabling a worker to move over the whole load-carrying platform region of a transport vehicle and surely preventing the fall of the worker. <P>SOLUTION: The fall preventing apparatus 100 includes a pair of support pole bodies 10 and a wire 5 stretched across the pair of support pole bodies 10. The support pole body 10 includes a step board part 11 and a pole part 12 vertically erected from the step board part 11. The step board part 11 of one support pole body 10 is fixed when one wheel A of the transport vehicle 1 runs up thereon, and the step board part 11 of the other support pole body 10 is fixed when the other wheel B of the transport vehicle 1 runs up thereon.
