PROBLEM TO BE SOLVED: To provide an emergency report system which copes with an emergency report and securely copes with emergency. SOLUTION: An emergency signal of a child's portable terminal device 1 that a child A carries are transmitted to a surveillance center 7, to a reception terminal 4 comprising a personal computer provided at the school 3 that the child goes to and capable of transmitting and receiving information, and to a mobile phone 6 of a protector of the child A, wherein the surveillance center 7 having received the emergency signal includes: a reception coping confirmation means S17 to S19 for sending reception confirmation mail to the reception terminal 4 for crime-preventive management for the child A and the mobile phone 6 of the protector and for confirming reception of the emergency signal from replying within a predetermined time; and a dispatching instruction means S20 for instructing a predetermined dispatchee to go to the area when none of the reception coping confirmation means S17 to S19 receives the mail.
