<P>PROBLEM TO BE SOLVED: To provide a word line decoder which exhibits the decrease in coupling capacitance and the decrease in resistance. <P>SOLUTION: A word line decoder 300 includes multiple driver circuits 310, multiple word lines WL which are provided at respective outputs of the driver circuits 310, and multiple primary input lines which are connected to the driver circuits and are oriented in a first direction. The word line decoder 300 also includes multiple secondary input lines which are connected to the driver circuits 310 and are oriented in the first direction. The word line decoder 300 also includes a local decode line which is connected to the respective primary input lines. The word line decoder 300 also includes a decode line DEA which is connected to the local decode line and is oriented in the first direction. A cluster decode line DEC is connected to the decode line DEA.
