PROBLEM TO BE SOLVED: To secure visibility of an image while reducing toner consumption more than when a normal toner save rate is uniform toner saving.

SOLUTION: Adjacent object color detecting means 202 detects the color difference of adjacent character objects and graphic objects and set extraction means 203 extracts an object set in which the color difference of adjacent objects is smaller than a constant value. Toner save rate determining means 204 sets the toner save rate of an object having a large area higher than the toner save rate of default and sets the toner save rate of an object having a small area lower than the toner save rate of default.
