To identify the stage at which a relationship between users engaged in communication has reached, and using the result, assist in communication, a communication assistance device (10) has provided a communication stage determining unit (11), and a topic recommending unit (16). The communication stage determining unit (11) determines the stage of a relationship between users (communication stage) on the basis of a level of similarity between users obtained from preference information that indicates the preference of each user, and a user action history representing a history of an action performed with respect to another user who is the other party with which a specific user among the users communicates. The topic recommending unit (16) selects from within a group of previously prepared topics a topic that can be transmitted to another user on the basis of the determined stage of the relationship between users, and the preference of the specific user and the other user.
