<P>PROBLEM TO BE SOLVED: To identify a hinderance ONU (Optical Network Unit) generating disturbance light. <P>SOLUTION: A CPU (20) specifies in turn one of a plurality of subscriber side optical termination units (ONU) (56-1 to 56-n) connected to optical transmission lines (50, 52, 54-1 to 54-n) as an optical emission controlled object, and transmits by a control frame generation unit (22) a control signal causing the optical emission controlled object to emit light periodically during predetermined optical emission cycle and optical emission period. An optic/electric converter (30) receives uplink light including uplink signal light from the optical emission controlled object, and a signal level detection device (38) detects from a received waveform a signal level of a part including the uplink signal light from the optical emission controlled object.
