PROBLEM TO BE SOLVED: To highly accurately estimate a position without performing an update each time an environment is changed.

SOLUTION: A terminal position estimation apparatus includes: a plurality of radio receiving sections 2-1 to 2-3 each for measuring a radio property parameter of a radio wave transmitted from a radio terminal 1 passing in a measurement target area; a radio property parameter collecting section 11 for collecting measured radio property parameters; a position candidate calculating section 14 for calculating a plurality of position candidate groups from the collected radio property parameters and predetermined known positions of the adjacent radio receiving sections; a position detecting section 21 for extracting and storing a spot zone coordinate position stored beforehand when the radio terminal enters a spot zone; and a determination section 31 for selecting a spot zone coordinate position while the radio terminal enters the spot zone, selecting at least one position candidate from among the plurality of position candidate groups while the radio terminal does not enter the spot zone, and preserving the selected candidate as an estimated position of the radio terminal.
