<P>PROBLEM TO BE SOLVED: To provide an open-phase diagnostic system and an open-phase diagnostic method which can improve accuracy of open-phase diagnosis. <P>SOLUTION: An open-phase diagnostic device 1 comprises a voltage command value calculation unit 13, bandpass filters 23 and 24, and an open-phase diagnostic unit 25. The voltage command value calculation unit 13 calculates a d axis voltage command value Vd<SP POS="POST">*</SP>and a q axis voltage command value Vq<SP POS="POST">*</SP>based on the torque to be generated in a three-phase motor 16. The bandpass filters 23 and 24 have a bandpass filter constant set no less than the motor electric angular frequency and less than the motor current control time constant and input and output the d axis voltage command value Vd<SP POS="POST">*</SP>and the q axis voltage command value Vq<SP POS="POST">*</SP>.
