<P>PROBLEM TO BE SOLVED: To provide a developing device capable of improving toner suppliability to a toner supply roller and suppressing the degradation of printing quality by preventing the generation of toner aggregation in the vicinity of the toner supply roller, and to provide an image forming apparatus. <P>SOLUTION: The developing device includes: a developer carrier which carries a developer and is rotated; a first developer conveying member which is added to the developer carrier and conveys the developer in the rotational axial direction of the developer carrier, while being rotated; a second developer conveying member which is added to the first developer conveying member and conveys the developer in the rotational axial direction of the developer carrier, while being rotated; and a stirring member in which at least one of the first developer conveying member and the second developer conveying member is rocked around a supporting point located outside in a radial direction with respect to a rotation center axis.
