PROBLEM TO BE SOLVED: To enable geolocation quality to efficiently collect excellent measurement information without causing a wireless terminal to perform useless measurement and reports.

SOLUTION: A measurement control device 2-2 instructing a wireless terminal 3 to perform measurement, comprises determination means 30 determining a parameter of the measurement according to time based on time characteristics of geolocation quality. A measurement system comprises the measurement control device and the wireless terminal executing measurement based on instructions from the measurement control device, and the measurement control device determines a parameter of the measurement according to time based on time characteristics of measurement quality.
