<P>PROBLEM TO BE SOLVED: To provide business management technology capable of managing working hours in accordance with a state of work of a user who uses a terminal. <P>SOLUTION: A use time information acquiring unit 1 acquires information about a use time of a terminal T by a user as use time information. An overtime work necessity determining unit 2 determines necessity of a user's work in excess of business hours on the basis of working hours obtained on the basis of the use time information and the business hours set in advance. A use state information acquiring unit 3 acquires information about a use state of the user on the terminal T as use state information. A busyness degree calculating unit 4 calculates a degree of busyness of the work on the terminal T as a busyness degree on the basis of the use state information.
