PROBLEM TO BE SOLVED: To simplify an evaluation of an operating procedure.

SOLUTION: An operating procedure analysis unit 13 specifies an operation for acquiring information and an operation using the information, and creates an information retention period table which describes a retention period of each piece of information when the information should be retained; and a retention period calculation unit 14 and a storage capacity calculation unit 15 calculate, based on the information retention period table, the number of operations of each piece of information which should be retained and stored and the number of pieces of information which should be retained and stored at a time in each operation, and evaluate the total of the retention periods, the number of operations, and the number of pieces of information. This method can simplify the evaluation of the operating procedure which applies less cognitive burden to workers.
