<P>PROBLEM TO BE SOLVED: To improve a compression rate of encoding while consistency with processing of a slice established in specification is ensured in an encoding/decoding processing of H.264 specification. <P>SOLUTION: A concept of the slice of the H.264 specification is extended and a code showing a type of the new slice is introduced. In a slice of a conventional slice type, reference of information of a pixel exceeding a slice boundary by inter-prediction and intra-prediction is inhibited as a conventional way. In the slice of a newly introduced slice type, reference of the pixel exceeding the slice boundary by inter-prediction and intra-prediction is permitted.
