<P>PROBLEM TO BE SOLVED: To provide an encryption communication system and the like capable of safely setting a specific key (secret key) without setting the specific key to a terminal in advance. <P>SOLUTION: In an encryption communication system, when a master unit starts encryption communication with a slave unit, in a procedure (1), the master unit transmits to the slave unit 1 a certificate CertB including a public key pk(B) of the master unit stored beforehand in the master unit and an encrypted public key pk(B) of the master unit encrypted using a public key pk(S) of a certification authority server. When the slave unit 1 receives the certificate CertB, the slave unit 1 encrypts a specific key K generated by the slave unit with the received public key pk(B) of the master unit if a value of the certificate CertB decrypted by the public key pk(s) of the certification authority server stored beforehand and a value of the received public key pk(B) of the maser unit are matched, and transmits an encrypted message to the master unit in a procedure (2).
