PROBLEM TO BE SOLVED: To remotely control an information processing device even when it is connected to a network where external communication is blocked.

SOLUTION: A management server 30 connected to a network where a connection from the management server 30 to a management object device 20 is blocked, comprises: an instruction storage unit 41 for storing instructions to the management object device 20; a connection acceptance unit 42 for accepting a connection from the management object device 20; and an instruction transmission unit 43 for causing the management object device 20 to acquire the instructions stored by the instruction storage unit 41 by transmitting the instructions via the connection.
