<P>PROBLEM TO BE SOLVED: To provide a developing device capable of forming a toner image of high image quality by suppressing the occurrence of leakage and an image forming device equipped therewith. <P>SOLUTION: A developing device 122 comprises a toner carrier 43, bias application means 57 for applying a developing bias to the toner carrier 43, leakage generating means 57 for applying a leakage generation bias for generating voltage leakage between the toner carrier 43 and a predetermined image carrier 121 to the toner carrier 43, and a control part U for switching between a leakage generation mode for controlling the leakage generating means 57 to generate the voltage leakage and a developing mode for setting the developing bias based on the leakage generation bias and controlling the bias application means 57 to apply the developing bias to the toner carrier 43.
