PROBLEM TO BE SOLVED: To prevent uplink throughput from declining.

SOLUTION: A mobile radio terminal device comprises: reception means for receiving range information wirelessly transmitted by a base station; detection means for respectively detecting reception quality of one or more resource blocks used for transmission by the base station; storage means for storing a determination table having a plurality of threshold values to determine reception quality and quality information associated with the plurality of threshold values respectively; determination means for detecting quality information corresponding to reception quality based on a threshold value of the determination table limited to a range based on the range information among the threshold values in the determination table and detected reception quality; and transmission means for transmitting the quality information to the base station. The reception means receives range information set by the base station depending on a best effort-type service which should be determined based on a service type included in a communication request from its own device or a service type included in incoming information from an origin, or a rate guarantee-type service.
