<P>PROBLEM TO BE SOLVED: To solve the problem that there is a risk of the rotation of a motor generator 10 when executing discharge control of controlling a charging voltage of a capacitor 16 to a stipulated voltage or lower by performing the processing of short-circuiting both electrodes of the capacitor 16 by turning both of a switching element Swp on a high potential side and a switching element Swn on a low potential side to an ON state. <P>SOLUTION: When discharging the capacitor 16 by turning both of the switching element Swp on the high potential side and the switching element Swn on the low potential side of a U phase and a V phase to the ON state, in the case that a current flows to the motor generator 10, a voltage change command signal Rv is outputted to a drive unit DU on the high potential side.
