<P>PROBLEM TO BE SOLVED: To provide a photoreceptor having mechanically and electrically superior durability without generating an abnormal image even in long-term repeated use, and to provide an image forming apparatus having the photoreceptor. <P>SOLUTION: The electrophotographic photoreceptor includes: a monolayer type photosensitive layer containing at least a charge generating substance and a charge transporting substance, or a lamination type photosensitive layer having a charge generating layer containing a charge generating substance and a charge transporting layer containing a charge transporting substance layered in this order; and a surface protective layer; these layers formed in this order on a conductive support body. The surface protective layer contains a particle component comprising silica particles and fluororesin particles in a weight ratio of 55:45 to 80:20, and a binder resin.
