<P>PROBLEM TO BE SOLVED: To reduce fluctuation of a resistance value to be measured, while suppressing increase of costs. <P>SOLUTION: A ground resistance meter includes a processing section 8 for executing current average processing to calculate an average current value Diav of an AC current I1 of a current path including a ground pole E and an auxiliary ground pole C, voltage average processing to calculate an average voltage value Dvav of an AC voltage Ve between the ground pole E and an auxiliary ground pole P, and ground resistance calculation processing to calculate a ground resistance Re of the ground pole E on the basis of the values Diav and Dvav. The ground resistance meter further includes a storage section 9 in which a plurality of current determination ranges resulting from dividing a current value range that a measured current value Di may take and a number M of the measured current values Di to be averaged in calculating the average current value Diav during the current average processing are stored in one-to-one correspondence in such a manner that the number M corresponding to a current determination range of the smaller measured current value Di becomes larger.
