PROBLEM TO BE SOLVED: To enable a user in a vehicle to easily order merchandise etc.

SOLUTION: In an on-vehicle device 200, a communication section 201 receives digital data from a distribution server. A type and a quantity of merchandise or a service to be ordered by a user and an identification code are previously associated with the respective digital data. If an operation section 204 receives instruction input for starting reproduction of the received digital data, a control section 207 starts the reproduction of the digital data. An output section 203 displays a reproduction screen of the digital data and prescribed buttons for receiving the instruction input by the user. If the instruction input for selecting any one of the reproduced digital data is received, the control section 207 generates uplink information expressed by using the identification code of the selected digital data and prescribed character string data and sends it as order data of the merchandise or the service to the distribution server.
