The invention relates to systems and methods for implementation of payment operations and can be used at implementation of electronic settlements. System includes portable electronic devices of information carriers. There are additionally included at least two electronic pay desks arranged with possibility of realization of transaction and registration of information on transaction between two pay desks or two portable electronic devices of information carriers and at least one electronic adder and one center for collection of information, and center for processing payment transactions. All the devices named have joint splits. And pay desks, center for collection of information and center for processing payment transaction are additionally equipped with processors with respective software. Method for implementation of payment transactions by means of the system is given as well. The method and the system named provide increase of reliability and effectiveness of implementation of payment operations with reliable protection of information against non-authorized access.
