PURPOSE: An electronic paper device manufacturing apparatus and manufacturing method thereof are provided to equalize the brightness of a display apparatus by reducing the fraction defective of an electronic paper display device. CONSTITUTION: One or more pairs of electrodes(105a, 105b) apply an electric field to a electronic paper display device(10). A monitor unit(103a, 103b) monitors the rotation of the electronic paper display device. A control unit determines the defect of the electronic paper display device according to a monitoring result. The control unit transmits a division and discharging signal based on a determination result. A division and discharging unit divides the electronic paper display device determined by the discharging signal.
