PURPOSE: A content message sending device and a method thereof are provided to impose costs for sending a content message on an advertiser, thereby reducing a cost burden of a user. CONSTITUTION: A content message sending request device(500) receives a content message sending request signal. The content message sending request signal includes content that a user wants to send and a receiving contact number. A content message is generated. The content message is sent to a content message receiving device(900). Costs for sending the content message are imposed on an advertiser.
