PROBLEM TO BE SOLVED: To provide a method of manufacturing a heat insulator with constant and favorable heat insulating performance in between heat insulators and in each part of the heat insulator from crushed hard urethane foam. SOLUTION: The heat insulator is manufactured by a first sizing process of crushing the hard urethane foam by a crusher 51 and obtaining crushed hard urethane foam having passed through a sizing screen 55, a second sizing process of conveying the crushed hard urethane foam to a wind power separation tower 62, carrying out sizing into small diameter crushed hard urethane foam having been raised by an ascending current generated in the wind power separation tower, and large diameter crushed hard urethane foam having dropped downward in the wind power separation tower 62 by gravity, and recovering each of the crushed hard urethane foam, and a mixing and bag filling process of mixing the small diameter crushed hard urethane foam and the large diameter crushed hard urethane foam at a weight ratio of 25:75-75:25, filling them into a bag comprising gas permeable material, and using it as an insulator.
