The present invention relates to a method for producing a cosmetic composition, which includes the following steps: producing a powder part containing silicone powder; producing a slurry phase by mixing the powder part and a solvent; and drying the slurry phase. The cosmetic composition of the present invention exhibits smooth spreadability, and creates natural makeup. The cosmetic composition also helps the makeup last longer, and keeps the skin tone bright even after a long period of time.
