A device (1) for manufacturing a plate having patterns with a tubular material (20) and a method for manufacturing the plate with the device (1) are disclosed. The device (1) comprises a die (30) and an electromagnetic actuator (40). A tubular material (20) is disposed between a die (30) and a electromagnetic actuator (40), wherein a surface (21) of the tubular material (20) to be patterned corresponds to a patterning surface (31) of the die (20), an electromagnetic actuator (40) is supplied with a current pulse to induce the tubular material (20) to generate an induced current and a repulsive force between the electromagnetic actuator (40) and the tubular material (20), the repulsive force causes the surface (21) to be patterned fit against both the patterning surface (31) and a fracturing portion (32) of the die (30) such that the patterning surface (31) of the die (30) imprints the predetermined pattern (311) onto the surface to be patterned (31), and the tubular material (20) is fractured at the position corresponding to the fracturing portion (32), and thus a patterned plate is made.
