<P>PROBLEM TO BE SOLVED: To disclose personal information of a user only to valid users, and to enable a valid third person to set an access control rule to be used for the disclosure. <P>SOLUTION: User relation information stores, as information showing a relation, "access control rule setting agent", and identification information of the user. An access control rule list stores proxy setting rules in which a user relation for allowing proxy setting of the access control rule is registered. When a request for registration, change or deletion of the access control rule is transmitted from a user terminal UT, whether the user of the request source has an authority to set the access control rule by proxy is determined on the basis of the user relation information and the proxy setting rule in response to the request.
