PURPOSE: A method for controlling uplink power in a wireless communication system and a device thereof are provided to determine serving base stations for an uplink and a downlink respectively in a wireless communication system with heterogeneous networks. CONSTITUTION: A controller(700) obtains the ratio of the first transmission power value of an upper layer base station to the second transmission power value of a lower layer base station. The controller selects a first serving base station for transmitting an uplink signal using the ratio and each receiving signal strength of the upper and lower layer base stations. The controller determines an uplink transmission power value. A transmission unit(710) transmits the uplink signal to a first serving base station using the determined uplink transmission power value.
