PROBLEM TO BE SOLVED: To provide a liquid developer that achieves both uniformity and storage stability of an image.SOLUTION: A liquid developer contains toner particles dispersed in an insulating liquid. The toner particles each have a core-shell structure constituted of a shell layer including a first resin and core particles including a second resin.
