The system has rails (4-6) for fixing a protective panel to a billboard such that a transparent zone partially covers a display surface (1A) while arranging a passage to insert an advertising display (28) between the surface and the zone. Installation/un-installation device includes a traction bar (15) and ears (16, 17) to removably attach the display to the device and ends (12A, 25A) to allow a user to control vertical displacement of the element. The device includes a force transmission system formed by pulleys (11, 19, 24, 26, 27) and cords (12, 25) connecting the elements.
