PURPOSE: An error concealing apparatus in a decoded video is provided to improve subjective and objective image quality by reducing video data transmission loss. CONSTITUTION: A reference direction selection unit(120) selects optimized reference direction among predetermined directions. A motion vector candidate setting unit(130) establishes a motion vector candidate for one or more blocks within a current area. A motion vector selection unit(140) selects a motion vector which minimizes costs among the motion vector candidates. An error restoration unit(150) restores one or more blocks from a reference frame by using the selected motion vector.
