PURPOSE: A manual valve, which can reduce transmission shock, and a clutch control device including the same are provided to reduce transmission shock without the addition of a separate device. CONSTITUTION: A manual valve comprises a main body(10), a body portion(30), an operating unit, and an elastic member(70). The main body comprises a first exhaust port(12) supplying the working fluid to the first clutch, a second exhaust port(14) supplying the working fluid to the second clutch, and a workport(16). The body portion is installed in the main body to slide on and selectively closes the first exhaust port or the second exhaust port. The operation unit is installed on the main body to slide and is connected to the gearshift in order to generate transmission signals. The elastic member is allowed in between the operating unit and body portion.
