PURPOSE: A floating device, which supports and floats an underwater structure on water surface, and a manufacturing method thereof are provided to prevent the decreasing of buoyancy by the inflow of water into the floating device. CONSTITUTION: A floating device, which supports and floats an underwater structure on water surface comprises a main body(110) and a foam body(130). The main body comprises a first body member(121) and a second body member(122). An insertion groove is formed in one side of the first body member. The second body member is combined with the first body member and includes a small inner space. The first body member and the second body member are welded by fusing. The foam body is filled in the internal space of the main body in order to prevent the inflow of water into the main body.
