A full polarimetric synthetic aperture radar includes a first receiver into which a receiving signal of a received horizontal polarization wave is inputted; a second receiver into which a receiving signal of a received vertical polarization wave is inputted; a transmitter which generates a frequency-modulated pulse signal and outputs the frequency-modulated pulse signal; a phase shifter which shifts a phase of the inputted pulse signal alternately by 0 degree and 180 degrees every time when the pulse signal is inputted, a first antenna for receiving horizontal polarization which transmits a transmitting wave of horizontal polarization on the basis of the pulse signal provided by the transmitter or the phase shifter, and which receives a receiving wave of horizontal polarization and outputs the received signal to the first receiver; and a second antenna for receiving vertical polarization which transmits a transmitting wave of vertical polarization on the basis of the pulse signal provided by the transmitter or the phase shifter, and which receives a receiving wave of vertical polarization and outputs the received signal to the second receiver.
