PURPOSE: A composite block and a method of manufacturing a composite block are provided to protect the joint of pedestrian, enhance the holding amount of groundwater by enhancing permeability and protect environment. CONSTITUTION: A composite block(400') comprises a hard layer(410') and a soft layer(420'). The hard layer maintains the rigidity of the composite block. The elasticity of the soft layer is reinforced to protect the joint of pedestrian. A method of manufacturing a composite block is as follows. Half-finished goods for the hard layer are manufactured. Half-finished goods for the soft layer are manufactured, which are formed on the half-finished goods for the hard layer. Half-finished goods for the soft layer and the half-finished goods for the hard layer are molded to form a composite comprising the hard layer and the soft layer.
