PURPOSE: A balloon toy having a sprouting function is provided to facilitate offering and keeping of seeds and to give interest about germination to children. CONSTITUTION: A balloon toy having a sprouting function comprises: a balloon(110); a stick(120) connected to the balloon by a string; seeds(130) which are kept in the stick; and a water soluble film(140) which surrounds the seeds and are fixed to the stick. The balloon can be formed in various shapes like circular or ellipse shape. The stick performs a role of a handle and is formed in various shapes like a plate or a bar.
