<P>PROBLEM TO BE SOLVED: To shorten time required for measurement. <P>SOLUTION: When a load cell for detecting load applied to a mounting surface 3 and load detected by the load cell in a state that a subject gets on the mounting surface 3 are stabilized, the load is acquired as a load value.
