摘要 <P>PROBLEM TO BE SOLVED: To provide an excellent damping effect and excellent sound isolation, particularly for rolling noise. <P>SOLUTION: An elastic sound isolating layer 2, which isolates the sound including the rolling noise propagated from wheels and rail side via a corrugated plate 1, is formed on the corrugated plate 1 so as to satisfy an effective thickness and is formed across ridges 1a of the corrugated plate 1. An elastic damping layer 3, which absorbs vibrations, is formed on the elastic sound isolating layer 2. The hardness of the elastic sound isolating layer 2 is higher than that of the elastic damping layer 3. The thickness of the elastic damping layer 3 is smaller than the thickness of the elastic sound isolating layer 2 corresponding to the depth of valleys of the corrugated plate 1 and is larger than the thickness of the corrugated plate 1 above the ridges 1a.
