<P>PROBLEM TO BE SOLVED: To reduce a surplus region within coded data when performing variable-length encoding of quantized signal. <P>SOLUTION: A bit allocation information generating device 57 determines bit allocation information WL(iqu) used for quantizing a spectrum signal x(f) so that a data length resulting from fixed-length encoding of quantizing signal qx(f) is close to non-compression spectrum signal data length L<SB POS="POST">USP</SB>which is longer than a data length in a spectral range which is allotted to a result of fixed-length encoding of quantizing signal qx(f) based on normalization information SF(iqu). The non-compression spectrum signal data length L<SB POS="POST">USP</SB>is updated so that a difference between the data length L<SB POS="POST">SP</SB>of a coded spectrum signal data Cx and the data length of the spectral range is within a predetermined range. <P>COPYRIGHT: (C)2012,JPO&INPIT |
