PROBLEM TO BE SOLVED: To enable an increase in a code amount of information concerning an intra-prediction mode to be suppressed even the number of selectable directional-prediction modes is increased.

SOLUTION: A variable-length encoding unit 13 specifies a prediction direction vector (a prediction direction representative vector) which has a direction closest to that of a prediction direction vector indicated by an intra-prediction parameter of an encoded block adjacent to an encoding-object block among a plurality of prediction direction vectors concerning a directional prediction in intra-prediction processing, performs variable-length encoding on an index of the prediction direction representative vector, and performs variable-length encoding on an index representing a difference between the prediction direction vector indicated by the intra-prediction parameter of the encoded block and the prediction direction representative vector.
