PROBLEM TO BE SOLVED: To provide a management device or the like of replacement toner cartridges which is capable of reducing an amount of toner remaining in a replaced toner cartridge to reduce the waste of toner.

SOLUTION: When toner cartridge replacement information is received, the reception time of the toner cartridge replacement information is determined as delivery request timing for a replacement toner cartridge if remaining toner amount information of a toner cartridge before replacement, which is acquired from an image forming apparatus 51, is smaller than a prescribed value, and delivery request timing for a replacement toner cartridge is shifted from the reception time of the toner cartridge replacement information if the remaining toner amount information is larger than the prescribed value.
