<P>PROBLEM TO BE SOLVED: To drive a starter to start an engine even if the kind of the starter is unknown. <P>SOLUTION: If the starter is a starter including a pinion gear engageable with a ring gear, an actuator driven by a control signal SE1 to engage the pinion gear with the ring gear, and a motor driven by a control signal SE2 to rotate the pinion gear (YES in S100), the control signal SE1 and the control signal SE2 are individually output (S102).
