PURPOSE: A dividing and encoding apparatus of a frequency conversion unit is provided to encode a frequency conversion block by reflecting the characteristic of images. CONSTITUTION: A frequency domain dividing unit(210) divides the frequency conversion unit of a frequency conversion block into one or more frequency domains. A frequency domain encoding information creation unit(220) creates frequency domain encoding information. A frequency domain scanning unit(230) creates a frequency coefficient string of a frequency-domain. An entropy encoding unit(240) the frequency domain encoding information and the binary-coded frequency coefficient string of the frequency-domain.
