PROBLEM TO BE SOLVED: To provide an equipment control device, equipment control system, and equipment control method for eliminating a conflict state so as to achieve further energy saving when a conflict occurs between services, and facilitating setting of priority for each service.

SOLUTION: The equipment control device 1 includes an equipment control unit 1b for executing energy saving control which is instructed; a conflict detection unit 1h for detecting the conflict state of two or more energy saving controls; an energy saving effect determination unit 1g for determining a degree of energy saving effect of each of the two or more energy saving controls in which conflict has been detected; and a service priority processing unit 1e for giving an execution instruction of an energy saving control having the maximum energy saving effect among the execution instructions of two or more energy saving controls to the equipment control unit 1b when the conflict state is detected.
