Provided is a hydrophilizing treatment agent that imparts excellent hydrophilic qualities (water wettability) and water resistance to a substrate, and also provided is a coating-material resin composition that forms a film having excellent water wettability and water resistance even when a water-soluble resin is not used. The hydrophilizing treatment agent imparts hydrophilic qualities to a substrate and includes a polymer obtained by polymerizing a monomer component that contains a polymerizing double bond-containing monomer having two or more hydroxyl groups and a molecular weight of 500 or less. The coating-material resin composition contains the hydrophilizing treatment agent.
