Provided in the present invention is a method for cell selection. The method comprises: setting in a terminal cell a selection criterion on the basis of an initial access service request and a cell selection criterion on the basis of a paging service request; when a terminal is performing a cell selection, working on the basis of the selection criterion set in the terminal on the basis of the initial access service request, selecting a cell meeting the criterion as the cell providing access service, and storing a piece of cell information of the cell selected to provide access service; working on the basis of the selection criterion set in the terminal on the basis of the paging service request, selecting a cell meeting the criterion as the cell providing paging service, and monitoring a paging channel or a paging indicator channel of the cell selected to provide paging service. Relative to the method, also provided in the present invention is a terminal embodying cell selection. The terminal comprises: a storage unit, a selection unit, a monitoring unit, an input unit, and an access request unit.
