<P>PROBLEM TO BE SOLVED: To sequentially process mutually related multiple call signals one by one. <P>SOLUTION: An exclusive control server 101 determines whether exclusive management information including an announced exclusive ID exists or not. A continuation signal is the signal to be transmitted after a call-out signal, so as to hold the exclusive management information. In this case, an exclusive management part 112 determines whether a counter of the exclusive management information is "0" or "1".
