This hair cosmetic composition is used as a hair dye, or a hair bleach or a hair dye remover, and comprises a first agent containing at least one type selected from carbonate and percarbonate and a second agent containing a surfactant and having a pH of 5 to 8. The hair cosmetic composition is applied to the hair in a frothy form obtained by mixing and shaking the first and second agents to create a foam.
