A controller operable to generate control signals to control system components, a method of generating control signals to control system components and a computer program product are disclosed. The controller is operable to generate control signals to control system components and comprises: fuzzy logic operable to receive information relating to operation of the system components and to generate a fuzzy state representation of the information; rules logic operable to apply the fuzzy state representation to a plurality of state-action pairs, each state-action pair having a ranking indicating an appropriateness of each action for that state, a triggered set of the plurality of state-action pairs triggering in response to the fuzzy state representation, each of the triggered set of the plurality of state-action pairs have an action output determined by its ranking and an associated strength; aggregation logic operable to determine an aggregated action output representative of the action outputs and associated strengths of the triggered set of state-action pairs, the aggregated action output being used to generate the control signals; and ranking update logic operable to update the ranking of state-action pairs which have a state corresponding with the states of the triggered set of state-action pairs and which have at least one action output equivalent to the aggregated action output. Hence, only those state-action pairs aligned with the eventual aggregated outputs are updated. This significantly improves the efficiency of the learning process, as not only are the non-relevant actions avoided, but also the actions that are aligned with the actual taken action are enhanced. It will be appreciated that this will then improve the likelihood of the correct action being indicated when the system components achieve those operating conditions again.
